checking the tps is a multimeter trick, unplug it work out the potentiometer lines and then slowly move the pedal while looking at the gauge, typically it will do some funky jumping or read open/short cuircut when you get to the bad point.
Assuming that its not a fuel supply problem given that high/low shifts the RPM but not the pedal position id back that as being the problem
To check the waste gate actuator (assuming its an auto) have someone watch the little rod between the actuator and the turbo (its about 3mm in dia and maybe 100mm long) then do a stall check you should see it just move.
if it moves its ok if it doesnt then that is at least one other contributor to your problem.
if you see it just moving, using a pair of pliers pull it in the direction of travel and you should hear a marked drop in turbo speed and engine power output..
limit a stall check to the shortest time possable its a cruel thing to do to the TX.
