It may not have been set that way, from memory slop and stretch in the belt will cause slight retardation. IF they installed a brand spankers new belt and its settled in it may have retarded via the stretching.
agree, and the difference in 'go' between the pump pin being a touch tight and falling in to its respective slot/hole is very noticeable on road.

fuel comsumpsion in my 300tdi disco on recent trip towing a camper trailer was 17/ltrs per 100 klms. This was after new injectors and turbo hoses, black smoke was bellowing out exhaust and at times was luck to hold 85 klm<s on flat road.Any ideas on trouble, the injector pump has not been tweaked .

I'd be starting with the air cleaner and any other potential restrictions on the inlet side of things.
A blocked exhaust can also give these results, then if these are eliminated, proceed through the other suggestions in this thread.

Berima diesel have serviced my truck three times and they make it go liked it has an extra cylinder and it got an extra 40klm's out of a tank of fuel. They are dear($1000 or there abouts) but if you get it done every 100,000klm's it is a good thing. Pat
