If you go to the receiver/dryer you should see that there is a pressure switch somewhere inline. If there is insufficient gas or a faulty switch, the compressor won't turn.
Because the oil for the compressor is in the gas circuit, this cut out mechanism stops the compressor grinding itself to death.
When I started to have aircon issues the first thing I did was check this. I bypassed the switch (bridged to contacts in the leads) and the compressor started up leading me to the correct but expensive conclusion that there was a leak.
