I have just bought a genuine front pipe for my V8 Disco - the flanges are both welded internally.
X2, I have seen internally welded flanges fitted, I do mine like that sometimes too. The outer welds I only use to prevent flex type cracking. These are like stiffeners/ gussets.
The clearance on the front shaft also has a lot to do with trying to fit a 2" pipe through a small space . There is not much room on that side of the trans in a early RR with the square crossmember and the difflock actuator. However, I agree, there looks like not enough clearance for the uni though. it could've been moved over to the chassis a bit further. even 1/2 " would be sufficient.
As regards the bolts etc, spring washers are more than adequate, maybe they ran out??

One shows signs of internal weld , if they both are they`ll be fine .
The UJ clearance is up the spout for sure , not enough info to say why they`ve done it as is .
Don`t know if you have a square or round crossmember , don`t know if the pipes go above or under crossmember ?
Either way they should have put a different bend on it to place it in the right place .
Our is 4/2/1 , it`s still 2 where your clearance problem is but on top of each other and the pipe is under a round cross , it has at least 2 inches of clearance , this in a 85 RR that comes with a square cross .
