    Well ADRs aren't retrospective, so it would be (ADRs only mandated seatbelts from 1/1/69 - and even the Front only).

    However - looks like my IIA had mudflaps from the start - certainly looks like it has some in this pic:

    from what i understand, (in Victoria) mud flaps are required only for the real wheels. they need to lower than the rear axle and as wide as the outer most part of the tyres (same as flares). i would expect all states have the same rule.

    Yes that is my understanding also.

    The rear wheels act to block road muck being thrown up from the front wheels.

    Interestingly is was one of the differences between the HiLine Range Rover models and the standard Range Rovers. The HiLines had the front mudflaps where the standard trim ones didn't.

    Given that this vehicle was a first unit of the census type built by Alexander Perry & Sons, it is likely that it was specially prepared for the hand over ceremony.

    In philisophical logic terms, maybe it's a validity argument.

    But then you have:-
    Queen Elizabeth is a Ruler,
    Rulers are 12 inches long (all you newcomers to the world read that as 30cm),
    therefore Queen Elizabeth is 12 inches long.
