Moving waste gate pipe
While under the bonnet of my 300Tdi disco installing the new silicone hoses I noticed at the rear of the inlet manifold there is a bolt. If the pipe to the waste gate was moved from directly behind the turbo up to here would it make any improvement. Instead of sensing pressure at the turbo it would be at the valves virtually, I can see how the air pressure would equalise in the entire inlet eventually but the pressure must go through the restriction of the intercooler first. Can anyone tell me if there would be any advantage in doing this? It would still be best to leave the line to the boost compensator where it is currently though.

That fitting sounds like where the manifold boost sensor would go if you had EDC (electronic diesel control). Autos have them as standard and some later manuals have them too.
Moving the wastegate actuator pipe: Well it might make the gate open slower and give a little extra boost, but probably so small as to make the effort to move it worthless. ( Now, I 've been a bad boy and run without a wastegate, but that has it's dangers - once I found out how much a 300Tdi head costs I re-connected the wastegate PDQ)
I imagine that if you moved the boost compensator inlet to the top manifold, it would throw the current settings off a bit. ( Refer to tweaking the injector pump stuff)
If you want to increase performance - tweak injector pump, free flowing exhaust, bigger intercooler.
