Yes on a 97 the flaps are controlled by cables/rod - you may find that a flap is not opening or closing properly.
Do you have the RAVE CD - the connections and flap positioned are clearly shown there.
Shortage of gas should not affect left/right vents, its more likely to be a problem with a control flap in the ac unit not directing the air round the right places.
I forgot to look which vehicle you had - but if its an earlier model it could be just a control rod not opening/closing the flap, if its a later model then they (I think) are power driven and a little more hard to fix.
Is the actual air flow the same from each side or is one much stronger than the other.
What is the effect if you shut the vents on the LH side ?

na i don't have a rave cd but i really need one, and yep the air flow is the same on both sides and if i close the lh then it blows harder on the rh but it doesn't get any cooler. is it a really hard place to get into?
