i'm guessing you need to have a means of turning them off or should i say isolating them from hi-beam

i.e. so that you can operate high beam by itself

Hi Defender=1st, the reason for the switch is to allow the driving lights to be isolated while using high beam.

This is a legal requirement to make the installation meet ADR

All depends on how neat you want the cabling to be, did the combo headlight/driving light upgrade in my Disco and found it took me around 3 hours with beers. If you're mounting your switch and relays in a easy location (ie in a Defender) and you have some electrical understanding, you could get it done in just over an hour.

    Cheers,
