Looks like 11Nm MAXIMUM.

: Would you think a socket t-bar, held vertically, with a suitable spring balance applied at right-angles at exactly 250mm from the bolt centre, would do the job? I calculate 4.49 kgf at a 250mm radius would give 11Nm, so a 5kg spring balance should be reasonably accurate for this force?
