I would say it is almost certainly a dragging handbrake. This will be due to either seized operating mechanism, or more likely, the rear T/C seal is leaking oil into it.

G'day all, I have a Feb 94 300TDi 5 spd man with over 200,000k's
For a little while now as I coast to a stop I'm hearing and feeling an intermitent clunking/binding. It happens in neutral and in gear with the clutch in under 15 km/h, when going forward or backward. My disco also suffers the usual Drive train slack and i thought it might be a side effect.
It has to be in the drive train as it seems to be in sync with the tail shaft revolutions, and as the car slows from approx 15km/h the intermitent binding gets worse and physically slows the car. It's kinda like when you leave it in 3rd and then slow down to a stop with out engaging the clutch and the car shakes and then stalls to a stop. Well it's like that but only i'm out of gear or in gear with the clutch engaged.
At any speed over 15 everything is fine. Also when i'm stopped and the handbrake is applied i can still push the car about a foot forward and backward which i reckon is all part of the drive train slack. and finally when i engage diff lock high or low, the drive train slack disappears and the clunking seems to be gone aswell.
Any help with the clunking/binding problem is greatly appreciated.

I have a new Defender with a very similar clunk. I have not tried it with difflock engaged yet. Mine is not as strong as yours appears to be. Also it is somewhat intermittent. I had thought that the handbrake may be the problem - new and setup a bit tight?? If I pull the handbrake on a little as I am coasting to a halt this seems to increase the clunk slightly and then often I then subsequently don't get the clunk at all for a while. Watch this space.
