Small 1/2in extension with a protractor and adjustable pointer.
Quick easy and accurate? Less than $10.

After less than 250km, I had a shop replace the head gasket and now it is leaking again.

I’m gonna try tighter, maybe 100 ftlbs total.

Does anyone have any opinions, short of an entire tear down and rebuild?

The head bolts are tightened by angles on the last stages as they are TTY, if they have been replaced (as they should have been ) don't touch.
As Shack has correctly stated, you will need the oil cooler matrix replaced ( below the exhaust manifold), no need to touch the head.

I'm my very short experience with engines, oil in the coolant is USUALLY from the oil cooler, if you think about it logically, for oil to get in the coolant requires that the oil be under more pressure than the water in the cooling system, usually the main place - and possibly the only place that this can occur is the oil cooler.
