    As dave Blkn said you can buy them,dont know what sizes they come in,but have never seen a 36mm one.

    In the air con & refrig game,they are supposed to be used on flare nuts,& are available from wholesalers.

    I've seen very small open ended ones for SMA connectors on coax cable. They have a joint in them that "snaps" when the correct torque is applied. They are not adjustable though.
