That is incorrect.
You cant run a 33 legally without an engineering report from an RTA signatory, and this has to be submitted to the RTA with a new blue slip and then the report number recorded onto the registration papers. Once this has been done the 33's are now the legal size for that vehicle and you can't deviate from it without engineering approval.
If the engineers report isn't marked on the paper, then the process has not been completed and the approval process is incomplete.
It needs to be clarified that it is with an engineering report - it is only without a report that you cant run even a 31.
