Could be the thermostat yes. Take it the water level is correct and so on?

Thermostats are pretty cheap, even from LR.

Do you get to 80+ km/h driving to work? If the engine was not reaching operating temperature, the torque converter lock would not engage in fourth gear at this speed (assuming it's an auto). It could be the temp sensor. I would say even with the thermostat open, during our summer temps, the engine would reach operating temperature.

Either the thermostat is stuck open, there is an air lock or the temp gauge is playing up. Drive it for a few minutes in the morning and the gauge still reads cold. Then get out and feel the temp of the top rad hose. If it's really hot the gauge is wrong, if it's only warming up the thermostat is stuck open. If the thermostat is working ok the top hose will stay cold till the thermostat opens then get hot with the gush of hot water on opening. If you have been messing around with the coolant and put an air lock in there, you might be saying goodbye to the head.

Easy to judge whether the engine is truly not warming up just by turning on the heater, see whether you have hot air. Sounds like almost certainly the thermostat. I had one in a BMW a few years back that was broken in half. Easy & cheap to replace as a starting point anyway.
