is it possible to run tubeless on a forward control wheel? what is the maximum size tyre that could be fitted to a forward control wheel?

Yes, it is possible - the valve stems are available to suit the 5/8" hole - but the beads are not made with a safety ridge and so are prone to rolling tubeless tyres off the rims under hard cornering etc. You can do it but I strongly advise against it.
Series 2A and 2B Forward Controls, as well as One-Ton bonneted controls, all wore 9.00x16 tyres. Not sure what metric size tyres suit, but the rolling diameter would be about 35 inches. The easiest-to-get size for these rims is 8.25x16.
