If your turbo is very closely matched to the engine - yes. Otherwise - no.

ha Ben, I have a garret T25, I have a Turbo Smart adjustable boost valve that is wound up so the boost is limited by fueling(currently 15psi), I am having a problem with surging when doing 100 to 110km at 9 to 10 psi, this is what the waste gate actuator spring is set at and I am wondering if the waste gate is in limbo not completly shut or open. So I thought about locking it closed to test the theory.

    Lamby,

I have completely disconnected the pipe work but left the actuator rod on. I have set my boost at 15psi by adjusting the fuel, AFAIK my wastegate doesn't creep open under high boost, and I think my TB25 is similar to yours?
