Anyone heard of TBO (Wuxi Tebo Turbocharger Co. Ltd) turbos???? Chinese manufacturer so alarm bells ringing!!
$300 for T25/28 turbo with 1 year warranty.
I know its not a renowned turbo manufacturer but what is the general consensus...Would you buy it, especially for a 4bd1?

I wouldn't for models that are commonly available. I would to replace something no longer in production or for a specific size/application that wasn't commonly available used.
Most of the T25/28 copies are aimed at the ricer market and have larger exhaust housings than our diesels need.
