I don't believe a total water/air system is more effective at stripping heat than a large air/air. The individual parts of a water/air can be very effective, but it's the system total that counts.
You can't go past an air/air for simplicity, but an air/water can work better layout wise depending on what else is under the bonnet.
The last time I ran a home-made air/water setup I wired the pump into the radiator fans. The idea was warmer air would lead to faster engine warmup. A seperate temperature switch is better, you can even run a pressure switch based off boost.
