Far too low IMHO. If you fix this, and it is not found to be a gauge problem, you should notice some improvement.

This can be caused by a dodgy thermostat or an old radiator cap. Your engine should run at a standard 85 degrees or hotter. Obviously go a new radiator cap first as the cheapest place to start. Then look at thermostat replacement.
Thermostats only work properly when temperature AND PRESSURE are correct.
