I've never seen one in the flesh, but think that might be the cold start enrichment cable.
The N/A engine doesn't have one, and I don't know how it works (other than its obvious function from the name).

what is this cable for, and what should it be connected to?
Just to the right and behind the blow off valve cylinder.
it goes behind the back of the fueling system, when pulled the revs increase slightly. could this be the reason i have to crank it for so long to start after it has been sitting for a few hours?

My I.P. governor doesn't have one, but it does look like it could be the cold start enrichment cable.
Governors that have this have a lever on the engine side of the governor where the cable connects. Similar position to the cam for maximum fuel stop, but opposite side.
Yes it's cold start enrichment. It latches the rack in the pump to a higher setting which is released by the governor reaching a certain speed.
