Hi Garry,
Leonora L is the likely answer. Certainly since the 1950s local councils issued plates that were specific to their area. This is still done with both cities, municipalities and some smaller towns within their areas.
Someone from WA will no doubt give us the history.

Thanks for all the replies - I take it from the last link that the number plate would be post 1993.
The plate is from a pic of a Haflinger that I found on another forum and I believe it is the same Haflinger that I now own. Being in the goldfields in 2006 ties in with the history I have on the vehicle.

This refers to the plates with a logo in the middle.
The one in your pic is not that series, so may or maynot predate 1993
