I think a country did that some time ago with push bikes.

Cannot remember - CRAFT!
On my visits to a decent Chinese restaurant, the Happy chef in Newtown, Sydney , I keep seeing the 'Go get' car and it's assigned parking space, and I've always wondered how it was administered.
In addition to the website:http://www.goget.com.au/
today I was able to talk to a subscriber (That's how you use it) who was finishing using the car, and discovered how the company works around leaving cars in public car parks and having multiple subscribers:
Lo-jack.
The car's central locking and alarm are slaved to a wireless link and include a RF ID. Once you book the car online, you turn up, swipe the a card containing a RFID tag near the reader under the windscreen, the link transmits to HQ and HQ authorizes unlock - and away you go. When you are finished, you lock the car with the card, and you are billed the appropriate amount. ( There is a presumption that if you leave the car in the wrong place, you get in trouble - get billed extra)
I imagine that the lo-jack device also transmits other data - shock (collision) fuel levels, GPS etc.
Now you know

I think it's a great idea. One that will be increasingly prevalent in our future.
