you just retemper or reset the spring tang the the tensions/in the position you want it in to give force you need
BUT...
if you dont have enough pull back and your throttle cable gets sticky you can wind up with an uncontrolable engine.

I don't know the exact term for the spring that returns the injection pump back to idle, but I'm hoping that there exists options for different tension springs.
I've fitted (electric)cruise control to the Disco .. which kind'a worked OK, but the spring tension of the standard clock type spring was too much for the low powered cruise to pull against.
So I've removed the return spring, and (temporarily) fitted a standard coil tension spring to pull back the pump's throttle linkage.
I had a few springs to play with and fitted one that has just enough pull to bring the throttle back to idle but allow the cruise to work now.
I don't want to use the temporary tension spring as a permanent fix, so wondering if any diesel gurus out there know of any alternative springs to reduce the tension on the pump.
Alternatively if anyone knows of any reputable diesel injection places around Melb that won't give you the typical ..
"oh .. it's a Landrover and it'll be impossible to sort out ... " kind'a BS response.

The spring itself is just very stiff. I thought it would unwind/uncoil but it's natural resting position is barely any different to what it is when set on the pump. There appears to be no way to set alternate positions for the two tangs.
I was thinking of cutting it and remaking a newly positioned end point to do just that, but I'll wait to see if I can find a softer spring first.
Yeah, the only way I could work that out was to try the various springs I had. First spring had the engine idling at over 3K RPM!... if you dont have enough pull back and your throttle cable gets sticky you can wind up with an uncontrolable engine.
Next up was just a little firmer, but shorter, which did the trick.
