Can't help with a place to take it sorry but if we're talking drum electric brakes, the magnets are wear items just like the drums and should be replaced when the drums are - you can have even voltage to each side but if one magnet is more worn that the other it will be less efficient than the other side - the magnet pulls into the side of the drum and the rotation of the drum causes the braking action. I wouldn't buy cheap magnets though - you can get them for $12 to $15 each but I'd be looking for some higher quality items myself - had an issue with a friends trailer that we couldn't work out after a full brake service - after exhausting all other possibilities we threw another new set in and that fixed it - magnets can be buggered or worn without showing visible signs of this.
