You should be able to do it either way. Welding is more permanent but a bracket bolted from underneath should do the trick.
we have a cavalier camper trailer with spare wheel at front on drawbar and i would like to put a storage/large toolbox like a lot of trailers do between spare wheel and tralier across the drawbar i've never had a look at one up close up are these welded on or bolted.

I bolted mine on, using U bolts that went round the frame of the trailer.
I did this as I didn't like drilling into the frame. My tool box is galvanized - and quite thin plate/sheet, and welding would tend to blow through the thing gauge on the box (well it would with my welding skills)
bolting is good for me because i do not have a welder on hand the only concern i have is would it reduce the strength of the drawbar by bolting it.
