There were some people good at chemistry here, but now they argon ....

I saw this today on fleabay HHO GENERATOR DIY 11 PLATE MAXIMUS DRY CELL BUILD IT YOURSELF QUICK RELEASE | eBay
The seller gives a lot of spin about it. I suppose the more spin they give the more chance some on is going to sucked in. It says it is no good for use on vehicles with inter coolers. So counts out any getting sucked in with a land rover diesel. Not into chemistry or physics so i can't comment, but I would presume some one more more knowledge might have built something like this in a school chemistry/physics class and the theory would work on a very small scale. To me it sounds like a hiclone, like the flux capacitor

No chemist, but it's a basic Hydrogen generator.
You can make arguments for and against the effectiveness depending which part of the fence you sit on.
Guessing the note regarding intercoolers is that either the longer induction path of the cooling effect means the gas might condense back to a liquid (?).
Just remember you don't ever get free energy or power from anything, always a tradeoff somewhere (heat, fuel, maintenance or sometimes just from your wallet).
why is it called hho generator? thats H2O which is a water molecule. and youre possibly right in suggesting it condenses back to water in an intercooler. thats what steam is isnt it? water molecules released in suspension at temperature and if cooled condenses back to water.
mmmm theyre calling H20 (which is a water molecule) HHO, same thing...two hyrogen atoms and one oxygen atom, to make water, more than one water molecule must join together, hence water is 2H20, although it is commonly but incorrectly called H20
many years ago you could buy water injectors for your engine, spraying atomised water into your inlet manifold, it did practically the same thing.
If anyone is dumb enough to think that crap like this actually does more than deplete their wallets contents then I pity them.
It should be illegal to actively steal peoples hard earned money with useless crap like this.
Modern day snake oil.
If you're lucky enough to get the opportunity to physically meet someone who is selling this ****, punch them in the nose. No point in arguing the issue as they are obviously too dumb to understand. You can't have an intelligent conversation with an idiot.
Apart from the above, an excellent product (not).

i had a guy come in when i was working at supercheap that got the stuff to make this he reckons it would give him more power and decrease his economy by 20%
hho is also called "Browns gas" it is basically 2H2 + O2 but is claimed to have different properties to a simple mixture of hydrolysis products, due to some magic vibration frequency I suppose. Bunkum, really. The merchants of this stuff go Ho Ho Ho all the way home after defrauding another sucker (uneducated but hopeful customer I mean).
