Here is my tow bar that I made about 4 weeks ago - follows the basic design of the original landrover version - is secured by the same four bolts. I am not totally confident with my welding skills (but is OK on this job) so I designed it so that it does not rely on the welds for structural integrity. Basically is 12mm plate front and rear of the cross member with square holes cut out at the bottom to take the receiver hitch.
Easy to build (cost about $100 all up), easy to install and works well. HOWEVER you do have to have confidence in the integrity of the 101 rear cross member which applies equally to the OEM pintal arrangement.

Ah so in effect I should be able to use the plate the step bolts to, then put the reinforcing plate behind happy days.
Will look at this later on in the project my issue is the top pulley so I have bigger fish to fry typically
