I think there are four fuses, one for high and one for low for each light.
So if one light is working it does not mean the other will.

I thought I was wrong once, but I was mistaken.
Harro is on the money there: separate fuses for Hi and Lo, left and right, so 4 x fuses.
That caught me out this month, and I replaced a LHS H4 globe for nothing.
(Well actually not for nothing, I upgraded to one of the new H4 Nightbreaker jobbies)
Glass fuse was buggered. Job should have taken 30 seconds not half an hour to strip the headlight out and replace.
I had the same issue (no low beam, but had high beam) on my way from Rosedale to Traralgon at about 10pm a few months ago.
The issue was (I found and corrected it) that a wire soldered to the left side light switch on the steering wheel, had broken away from its connection. I had to undo the shroud behind the steering wheel, bring out my soldering iron and re-solder the wire to the indicator arm. I need to re-do the wire as it is now quite short and moves a lot at the solder joint when the steering wheel is turned.
