If the handbrake isn't working, then what ever has let go, would have to be either in the rear diff or one of the axle shafts, as the handbrake works directly on these items through the drum brake at the rear of the transfer case.
My 96 130 has just done a big trip and was just about to service it and while taking my kids for a little drive to Phillip island something in the driveline let go,after this I had no drive and handbrake wouldn't work,I put the difflock on and limped it to my mechanics and left it there with him,I'm hoping not the transfer case as prop shaft wasn't spinning,if something in the diff went the shaft would still spin I would still think

That would be better and cheaper then my transfer,I have a maxi drive rear locker and axles hopefully that is not buggered
If the handbrake does not work, but it is driveable with the centre diff locked, it has to be something behind the transfer case. Most likely a rear half shaft drive flange.

						It will more than likely be a rear axle or driveflange , If not front diff , Try with the cdl engaged
if you have the sals down the back you just blew out a drive flange or ripped the teeth off of the axle at the drive flange end.
the handbrakes tend to drag a little and need the drum to turn with a reasonable amount of force to get knocked back correctly.
with both right side wheels up
engage CDL Tcase in neutral and if both shafts turn when you turn one by hand then you have an axle problem odds are with bugger all resistance that both wheels will turn, just chock one at a time and see which one doesnt stop you from turning the shaft.
disengage the CDL and select high on the Tcase and any gear on the box(auto in park) if you turn the front propshaft one way the back one should turn the other.
engage the hand brake, you shouldnt be able to turn either shaft. if you can turn the front then you have center diff dramas or if the rear shaft turns you have a busted handbrake (as well)
with the hand brake still engaged try to turn the front wheel then the rear wheel, excluding some odd ball diff setups (havent seen one in a landy yet but hey, knowing my luck...) the wheel that turns is on the axle with a blown diff/axle/drive flange/pinion
