And I really struggle with this. 
Coming from a motor racing background where I would chuck industrial bolts and only use AN/MS/NAS aerospace hardware (hex and double hex bolts, nuts  and washers) or socket head cap screws only made by Unbrako or Holokrome, industrial bolts without known providence give me the heebie jeebies. 
You can have something that has been hardened and makes a spec but has no ductility and therefore fails prematurely (brittle) or you can have something that just doesn't meet the specification at all even though it has a head stamp saying it does as the blokes making it don't give a flying fig about quality or doing something properly, they only want to make money.
Atlas used to be the supplier to Land Rover and most of the British Automotive industry but were would up several years ago.
Every industrial bolt I've seen available here in Australia generally comes from the far East.
Ajax are still manufacturing here but have specialised in the heavy industrial/mining sector, eg CAT, Komatsu, etc.
