For an educated guess it looks like a vachume hose to run the dash vents.
Are all your heater controls working? Windscreen/floor/face?
Some one may be able to help more if you could let us know what year and model your Land Rover is.

It could be the windscreen washer hose.

It has been a while since I've had my head in a RaRo but...
I think that hose is part of the cruise control setup. IIRC, that hose should lead to a valve/switch which is mounted against the brake peddle.
The end that you are looking at should be pluged into a 'T' piece, with the pipe curently plugged into the bellows, plugged into the 'T' piece too. The 'T' piece should then be connected to the bellows.
It is not uncommon for problems with the cruise control to be caused by the hose perishing and letting in air.
The easy way of testing the pipe is to plug it into the bellows, suck on it and see if it moves. You also need to see if when you suck and hold that the bellows stay in the same position or release... Obviously, if they release, there is a leak.
