Don't be too scared of the rust in that passenger floor, it's only an hour or so, spread over a few days, to get rid of it.
Hit it with a wire brush on a grinder or drill, then sweep or vacuum the debris.
Cut the bristles of a 1" paint brush in half
Use a rust converter like "Rust Buster" available from bunnings, tip some into a separate container and brush it into the rusted area, then let it work for a day or two.
Wipe off the excess with a damp cloth and look for holes. I usually put a bright light under the car, then it is easy to see small pin holes.
If there are no large holes, cover the floor with the POR15 paint system and before it dries paint a top coat of your desired paint colour.
This easily covers and pin holes and is a solid barrier against more rust.
