Raised 1992 RRC - roadworthy compliance tips please

To add to my collection of 3 Landrovers, I have bought a good quality 1992 RRC to complete my collection. It is very solid with only a little rust below one B pillar. I purchased it without a queensland roadworthy certificate as the seller would not have been able to get one with its current huge suspension lift and mods.
I really like the RRC and the vehicle has a rebuilt high compression engine, aftermarket ECU etc and price was excellent. I have until August to get the vehicle compliant under the new QLD laws ? but I'm after some sage advice please.
QLD regulations have changed and now specify the following on suspension mods.(summary below courtesy of DB Autotech in Brisbane who do vehicle compliance work DB Autotech Mod Plate Compliance)
Modified vehicles must also comply with ? ?Suspension rebound travel must not be reduced by more that 1/3? as specified by QLD Transport.
Qld Transport will not allow any suspension lift over 2? with new QCOP regulation. 2" susp lift alone or with 50mm tyre increase (total lift = 75mm) do not need a mod plate.
Body lifts are 50mm max and alone require no mod plate.
A 50mm increase in tyre diameter is allowed now under QCOP regulation - if you combine the above tyre, susp and body lift a lane change test and mod plate is required to meet LS9/10. Max lift for LS9/10 = 125mm for Qld
So what that means is that you can have a 125mm maximum lift but if it is in a combination of the 3 above then there is the cost of a lane change test.= big dollars.
Currently the vehicle has the following:
33x12.5x15 Mickey Thompson ATZ(50% tread)(4 inches over standard) , 2 inch body lift, 3 inch suspension lift (lovells springs) with TJM front shocks ? long travel, and EFS Rear Shocks ? long travel with eye mounts top and bottom ? total 9 inches or 229mm.

4.7:1 ratio diffs with LT230 conversion 1.2 ratio 7 Double carden joint front shaft
Custom engineered 2D Extreme radius arms with castor correction, Les Richmond Angled rear radius arm bushes, Heavy Duty Ball Joint Rear / "A" Frame Ball Joint, White Tiger Bottom Link to Chassis Bush Angled.
The tyres have to go( outside the mudguards anyway) and probably the body blocks. However it would be hard to prove the springs are 3 inches higher than standard and probably have sagged since new, so I could use 31 inch tyres remove the blocks and trim the guards - or I could just go to 31 by 10 inch tyres, leave the blocks and springs hope for the best at the roadworthy inspection. A few workshops I have visited are not that up with the new rules anyway.
Because the diffs have been changed there is no steering damper ? it steers very nicely by the way. I will probably have to revert to 3.54 diffs to fix this up. I have access to some free D1 diffs.
The current ride is not that supple so could I have some suggestions on combinations of tyres, body lift, springs which would comply with the rules above to get back the supple RRC ride.
