Mirrors are adjustable by hand - as long as they are there and function (ie: you can see behind you) it should be OK. Got a roadworthy last year just fine with that (other than a slightly frayed seat belt, slightly torn door seal and one crack in the indicator lens). Or if they get funny, fit a D2 mirror controller and you'll have adjustable, but not memory mirrors.  My 95 has been done this way, but I have no idea on the electrics except that the D2 controller has an extra wire that is needed to make it all work.
