Have you checked the Mic and its lead and connector.
I have just re installed my 3220 in the roof consul and have a problem. I have run a new antenna to a gutter mount, I have good reception but i am unable to transmit. The unit appears to be working ok as when i press the hand peice the transmitt bar comes up on the side of the lcd. Any Ideas befor i buy another antenna or spend money on getting unit serviced.

With gutter mounts earthing can be a problem. Even a ground independant aerial needs a good earth before it will work well.
Generally I tend to avoid gutter mounts particulary on 4WD's as they become loose with the shaking about and bashing against tree branches etc.
A bullbar mount is stronger although being lower down on the car does not give as good a range coverage.
If the tx LCD bar comes up when you hit the PTT this means the mic should be ok unless there is a faulty mic insert which means your voice will not be heard.
Suggest first take the 3220 to a technician and have it tested to see all is well.
Ground independant antennas are exactly that and do not need to be earthed! How have you come to the conclusion that it is not transmitting? A watt or SWR Meter is the best way of finding out what is going on. If you bought it from a Two Way Radio Company take it in and they should be happy to help you out.
