It is actually a very simple mod (remove 2 resistors) to enable it to RX/TX to almost 479MHz
Do a Google for: ic-208h mods

The power settings are: 50W, 15W, 5W.
As has been said though, it is illegal to use the radio for CB use since it does not comply with ACMA requirements for CB radios.

Although I have radios that can operate at more than 5W I use a dedicated CB radio rather than use an Amateur radio. Much better all round IMHO.

If you want to use the Icom 208H then I suggest you think of doing a weekend course and getting an Amateur Licence. Seriously, it only takes a weekend.
