vista restart doesnt
This has been happening for a while now,, but whenever I am asked to restart vista, it doesnt--
the pc power and activity lights are still on but the monitor switches off--
switches off normally,
fires up fine first thing in the morning,,
any ideas?

I have a Win 7 machine that won't halt on shutdown or restart, which sounds similar to this issue. The problem started after I installed some new hardware with compatibility mode drivers, so I think there's a driver conflict. Did you install anything new before it started happening?
I'd start by looking into whether there are new chipset drivers available for the motherboard in your case.

well, I now have something called a
Rapid Storage Technology program that looks after my Intel raid,,,
and a new Hard-Wired (gigabyte)network driver,,
but when it asked me to restart---
nope!

I had Auto Restart (after BSOD) switched off,, but didnt help,,
now THERES an XP hangup!

but wont switch off from safe mode,,
power light and monitor (very dark greenish glow)remain on,,
(no cpu activity)

Are you getting any errors in the event logs?
(Right click My Computer, choose Manage, Event Viewer, Windows Logs, and have a look through Application/Security and System)
It would be worth checking the above just after a cold start. If it's a driver error it might occur on startup rather than shutdown. If you take note of the time you start/restart too it should make it easier to identify the events.
