    Absolutely, completely agree. Given that I am slated to get FTTN, I just hope that they conduct decent line quality tests to ensure I get the best possible performance as a baseline.

    Especially those like the ones on a couple of Ballarat towers that can only get single digit speeds!

    Again, this is the ISP limiting bandwidth to the customer, not the infrastructure itself. My Daughter is in Ballarat in fixed wireless and gets in the 90's with download - it all depends on who your with and how much you pay.

    Whether your service is congested or not depends on the most congested link between your equipment and 'the internet'. This can be the NBN or it can be your RSP, or it can be the overseas cable (especially if one of the few of these has been damaged).

    For fixed wireless, whether there is NBN congestion depends not only on your locality (e.g. Ballarat), but which tower you connect to (note that in the advisory listed above there are three Ballarat towers), but which transmitter you connect to on the tower. Obviously your daughter is lucky.

    In cases like this the only thing a RSP can do to solve the customer's problem is to release them from their contract without penalty - whereupon they can use another RSP, and find the same issue.

    Congestion can also occur with other NBN connection types, but is far less common except perhaps on their "interim aggregated" POIs, but where this occurs a lot more customers are affected, and action is likely sooner.
