but no items show as plugged in... ??

Probably not, just checking a few things about pci2.2 your board may not work, its been a while since I used pci slots and stuffed if I can remember what the standards are...
D720101GJ is the NEC controller chip on your usb2.0 pci card...
Here is the data sheet that gives some info for you, in the opening speel.. NEC - datasheet pdf
I'll just have a bit of a read then reply later...
ps, you maybe trying to shove a series1 axle under a disco4...
OK, if you want to see if that card is dead or the wrong settings...
In the BIOS is a setting called "PCI latency", set it to 32 and see if recognises your card... Remember what it was set to before tho cause you may have to set it back...
Also set usb setting in bios to legacy...
If cards not recognised, then can it... All info about drivers etc seem to be win 7 but the same chip comes on a pci-e card and that should be complient with win 10...
To be honest, a new card can be around 20-60 dollars and pci-e, thus usb 3.0 complient...
Anyway, that all can offer...
adding a pci card will usually slow down lots of things that you wouldn't expect it to affect..
pcie overcame many of those difficulties
