Is it Windows asking you to choose or is it Android asking you to choose? BTW I thought the default action was always 'charge', ie no data transfer to take place until enabled in some manner.

If Android, then among the options which control what happens when USB is plugged to the PC are (at least on my version of Android 13)

    1) Settings->Connected devices ->USB -> Show pop-up to choose the desired mode (charging only if turned off)... Toggle on /off as required. In your case I assume you want it 'off' to suppress the pop up asking what you want to do on plugging your phone into your PC.

    2) Settings->Connected devices ->USB -> Use USB for... Select default purpose as required. In your case I assume you want 'File transfer'

If Windows (at least in Win 10) then it may be controlled by the options under 'Autoplay' for your specific phone.

Setting -> Devices -> AutoPlay... chose your device (ie your phone, which you should see listed) and select from the drop down menu what action you want. In your case I assume you want 'Open device to view files (file Explorer)'
