the easiest way is to t piece off of the boost compensator line or the waste gate actuator line.
Ok, I have searched the forums for where to connect a turbo boost gauge on my standard 1995 300 tdi but nothing found.
There does not seem to be a place to make the connection.
Do I have to remove the inlet manifold and tap it?
If so, tapping the manifold is easy, but do I need new gaskets and what type?

My standard 1995 300 tdi auto has a plug at the bulkhead end of the inlet manifold. Its M12 with 1.5mm thread pitch.
The engineers designed it that way just so one can fit a gauge.
Always better to have a good look around first.
The difficult thing is that the M12 thread pitch is a little unusual. If you decide to tap it out, you will have to remove the manifold. It uses a common gasket with the exhaust, so take care not to damage the gasket.
But I would not be doing that myself, but rather, make the effort of get the right thread to suit the hole.
