Hot Air but Air conditioning on? Help

Just had the TX valve fixed for the air-con ($2000, including new heater matrix), but now it has come back with Hot Air coming out of the Dash footwell on the Drivers side??

I can feel cold air when the air con is on, but their is Hot air also coming out from the drivers foot well when air is on or not!! Especially noticable when the car has warmed up to temperature. Is there a valve for the 300tdi which cuts the coolant from the heater core? or other which may now have gone on me??? I think the V8 has that type of system, but not sure on the Diesel as the workshop manual doesn't state a difference, but I can't find a part number for the Diesel??

    Its a Discovery1995 manual - 300tdi

    Any help would be appreciated!

I can tell you that regardless of whether the air con is on or off, coolant is always flowing through the heater core.

When you turn the blue/red dials, it open/closes sections of the vents. ( can't remember what that part is called). That's the only reason you don't get hot air from the vents if if the air con is off.
