when i start the air condition the rev go down (at idle) and there is no rev correction, what can be the reason?

I have two questions:
1. When I start the aircon the rev, at idle, are going down a bit
and there is no rev compensation.
There is a new stepper motor.
What other component compensate the rev drop down?
2. see the attached pic.
I have a problem, the rev oscillate up & down a little bit.
When I'm pulling the no' 3 pipe the rev go up a little bit and the
oscillation is almost undetected. If I'll put the pipe back, the rev will drop
down and the oscillation will be stronger. What I should understand from
this and what to do?

there doesnt need to be an increase in Revs if the revs stay the same your good.
if the revs drop off and dont recover then you have a problem with the IAC side of business
if it hunts you may also be getting some advance walk for the timing,
