    Low Revs Power Steering Loss!

Just bought a new power steering pump (ZF) for my '94 300TDi.
Everything was going as smoothly as imaginable, even getting the right bolt extractor for the burred bolts in the pump mounts.
It went back together easily, but now when running at idle or very low revs, it feels as if there is no assistance at all!?
I've bled the system as the workshop manual dictates, and there appeared to be no bubbles coming through the line.
    Am I missing something....?
    Thanks in advance.

Tried everything now, short of dismantling the box and the pump.
Even the power steering mob were unsure, thinking that it might be the pump??
Surely someone has a suggestion (constructive!).
Am now speaking to the supplier of the pump to see if there is anything that they can think of.

To properly diagnose this, you might need to hook up a pressure guage to see what's happening at idle.

It might be easier to swap pumps & see what happens though.

What was wrong with your original?
    Same thing or leaks?

Did you change the serpentine belt?

Sometimes a slightly longer belt is fitted (there appear to be 2 different lengths) and the tensioner doesn't have enough travel to properly tighten it.

It is not obvious at a casual glance as the slack is taken out, but the belt slips on the pulley for the power steering pump when it is under load and the steering is heavy.

Had to remove the old pump as it basically gave up the ghost.
Shaft would move about 3cm in and out of the pump.
Didn't change the serpentine belt (new just prior to last trip) and the pulley is swapped to the new pump, so should have the same tension.
Cannot notice any slipping when at idle and under load.
Still waiting to hear from the pump supplier, but a trip to the power steering shop might be in order....

the internal relief valve may not be closing properly.

jack the front of the vehicle up give it about 1500 RPM and spin the steering stop to stop and give it some aggressive short left/rights. If you're lucky the pressure pulse will cause it to flick and then work properly.
