I take it you mean the tailgate/rear door......if so there should be a metal brace with graduated steps to hold the door in the open position. It is fitted under the door on the hinge side. If you have one and it's not holding the door open it may be just wear and tear, or simply need adjusting. If you don't have one then it's been removed.

there is a brace that 'clicks' as the door is opened (and closed) but it can't seem to hold the door open when there is anything pushing back on it - as you know the wind blows in Perth every day ...
how do I adjust the tension is the brace - maybe it just needs tightening up?

If you have a slightly oversized tyre on the back door , the latch will not hold - as the door won't open quite far enough for the latch to click in. I have this issue with our mud tyres.

The opening latch works OK for our standard tyres.

i have the same strap that holds it only the slightest amount, any wind or slope and the door tries to shut itself on me. would be nice to be able to beef it up or modifiy it so it stays open.

The track that the brace slides in is like a "ripple strip" that allows the brace to grip in a few positions. It looks like a steel strip that bolts in place to the door so should be easy enough to get off and allow a good look for checking the brace attachment that locks into the steps on the strip.

Mine is quite stiff and there would be no chance of the wind closing it. Due to the lack of any effective sealing in place it also provides a handy place for the dust to enter the inside of the back door I imagine, although I've never taken it off to inspect it closely. I regularly lubricate it to allow it to work a bit smoother. I've only got a regular size spare on the door so haven't got the problem of excess weight to contribute.

If it's just wear that allows the brace to move too freely and not hold hold properly, it looks like something you could pick up at a wreckers to replace it easily enough. As I said, the strip looks like it is only held on with 2 bolts but appears pretty solid. Mine is a 2000 D2....maybe there are differences in various models.
