In Aus delivered vehicles, the majority did not come with seat heater switches fitted to the console.
This is only applicable to vehiles with "Factory Leather Seats" that are also "Electric". Mainly early "ES" & D2a that were designated SE & HSE (HSE did come with seat heater switches installed.)
The upper & lower elements should be fitted & is a matter of fitting the 2 switches & switch cover plate.
Switches arent that expensive $50-60pair (I have a set if anyone needs some just PM me) The elements are easy to fit, just takes time & patience.
