It might be a dumb question but why are you thinking of paying $1100 for a part that did not fix the problem?
I would just ask for the original part to be refitted as it was not faulty and it is up to them to find the fault not just keep charging you for parts that weren't required.

I would take it to consumer affairs. They cant do that.
