Based on the way the harnesses usually attach the cable tie on the insulated section is meant to have a clip which plugs into the hole in the top of the chassis. If you do that rest of the harness will sit in line with the chassis rail. If you are in luck the clip has just been pulled out of the hole.

I was looking for a source for these but haven't really done any serious research. if you search for "automotive push mount cable ties" you should get an idea of what is available.

Had a quick look at the V8 that I have, it should be clipped to the outside edge of the chassis rail.

Believe this is what you asked for. A picture is worth 1000 words (or more in this case). Looks a tad close. Zip-tie missing.
