I spoke to Treeve and he seems like a very nice guy and mentioned that he is pretty confident that the car can pass the test otherwise I would not spent the $1500 for both tests.

Might be worth finding out what brand/model they intend to use. There is a huge number of different units available. However, the D2 uses a strange signal and the vast majority are therefore not compatible. TrueSpeed seems to be the only one easily available to the public that is compatible.
Personally I found it easy to source, install and setup.

Easy. It's only four wires - positive power (switched), earth, and two for the speedo signal to ECU.
Then you just drive with a GPS and slowly adjust the dial until the speedo is spot on.
happy to report I have my 33" including 100mm track width increase and 5" overall lift engineered now :-)
The one thing that intrigues me here is the speedo issue. ADR state that vehicles manufactured prior to 07 must have a speedo that is plus or minus ten percent, so if bigger tyres bring the vehicle within minus ten percent it should not be an issue.
