That is the heated throttle body. It might just be the hose clamps. You could probably bypass the throttle body (join the hoses together) and not suffer any ill effects.
After two months ago spending 8 hours or so replacing a leaking water pump (those hose clamps suck and the old gasket was really stuck) I have now got another, quite striking leak. Where is it leaking from and what is the best way to fix it?

those hoses look a little puffy - how old are they? 'cos i'm thinking maybe they have failed internally and the coolant is wicking out the cut hose ends via the reinforcing fabric.

I removed the hoses as the throttle warmer is not really needed in Australia.
find the connection point from the engine of the shorter hose. ( it's behind the air con compressor) take the of the longest hose it comes from the expansion tank and fit it there. This will close the loop to the throttle warmer, toss the short hose in the bin. Tt won't effect running as we don't get months of freezing weather like Europe.
the above suggestions are the best idea, you will have to unbolt and move the a/c compressor slightly to get to the fitting behind it, just run the hose from there to the expansion bottle, delete that useless bit of plastic line before it costs you an engine.
and best get rid of that useless pink OAT coolant and run a glycol based green stuff before it causes more leaks...

Mate I've got the same on mine and if i cant get to it easily its going to be by passed. Fix the water leak before you do a head. I've learnt from experience.
throttle body heater, unless your up above the snow line bypass it.

best do a search on here mate, don't want to start another oat vs glycol war....
MY preference is for glycol based coolants in these and any lr engine for that matter, based on years of fixing leaks and replacing td5 radiators and v8 composite head gaskets
